Civil Preparedness and Safety - Coordinator Roles

Civil preparedness and safety are two prioritized issues for the municipality. We are now appointing two coordinator roles that will work at a municipal level to strengthen this important work! The roles are placed in the unit for civil preparedness, which is part of the municipal management office's staff function. You will be part of a team consisting of four people, working with preparedness and safety under the leadership of the municipality's new preparedness and safety manager.

About the Roles

Preparedness Coordinator

As a coordinator focused on civil preparedness, you participate in setting the strategic direction at the municipal level and coordinate and support departments and companies in their work based on the established direction. You are responsible for investigating and planning preparedness issues at the central level and ensuring that the preparedness work is linked to other important areas, such as governance, follow-up, and control. In this way, you create conditions for a robust and well-functioning system for the development of preparedness issues. In addition to your main assignment within civil preparedness, you may contribute to other development projects within the staff's areas of responsibility as needed. This makes you an important resource in the work of strengthening and developing the organization as a whole.

Main Responsibilities:

  • Direct and plan the municipality's work within civil preparedness.
  • Develop methodological support and common frameworks.
  • Provide support to operations and create conditions based on where they are in their development journey.
  • Lead total defense planning.
  • Write decision-making documents and conduct investigations.
  • Collaborate with internal and external actors.
  • Take responsibility for other development assignments within the staff's area as needed.

The role may be part of the municipality's organization for civil service personnel in preparedness (TiB).

Qualifications

We are looking for someone who has:

  • A university degree in crisis management, political science, or another relevant field, or equivalent experience as assessed by the employer.
  • Good knowledge of civil preparedness.
  • Experience in leading processes and development work with multiple stakeholders, thus having significant coordination and collaboration needs.
  • Strong communicative and pedagogical skills in both spoken and written form.
  • Good knowledge of Swedish in both spoken and written form.
  • Experience in planning and leading workshops, training, and exercises.

Desirable qualifications include:

  • Experience working in a politically governed organization.
  • Experience in security protection work.

Preparedness and Safety Coordinator

As a coordinator focused on civil preparedness and safety, you operate at a municipal level and drive development in both the preparedness and safety areas. You ensure well-functioning collaboration structures and information flows for a safe and secure municipality and drive development work aimed at strengthening the municipality's ability to handle societal disturbances. You capture the need for connections between safety-promoting work and preparedness work and work with a holistic perspective to ensure that information flows and collaboration structures are cohesive. The role involves close collaboration with external parties such as the police, the local business community, and civil society, as well as strengthening internal coordination so that the municipality acts as a unified party in collaboration with others.

Main Responsibilities

  • Drive and develop collaboration structures and information flows for a safe and secure municipality in cooperation with other relevant actors.
  • Develop frameworks and methodological support for the municipality's handling of societal disturbances, within the municipality and the geographical area.
  • Be responsible for capability-enhancing efforts within safety/crime prevention and handling societal disturbances.
  • Write decision-making documents and conduct investigations and analyses.
  • Collaborate with internal and external actors.

The role may be part of the municipality's organization for civil service personnel in preparedness (TiB).

Qualifications

We are looking for someone who has:

  • A relevant university degree in crisis management, political science, or another relevant field, or equivalent experience as assessed by the employer.
  • Knowledge of civil preparedness.
  • Experience in developing well-functioning collaboration structures internally and with external parties.
  • Experience in situational awareness work at both strategic and operational levels.
  • Good communicative and pedagogical skills in both spoken and written form.
  • Good knowledge of Swedish in both spoken and written form.

Desirable qualifications include:

  • Experience working in a politically governed organization.
  • Experience in handling societal disturbances.
